How to create a startup in Morocco and access the support ecosystem in 2026?

To create a startup in Morocco, choose an SAS or a SARL AU (freely set capital, from 1 MAD), register it like any company (OMPIC negative certificate, articles of association, commercial court registry, DGI), then join the support ecosystem: JEI label, incubators and funding. Morocco has more than 300 startups and, with Charikaty, the company is created online in about 6 to 8 business days.

01

What is the startup ecosystem in Morocco?

Morocco has positioned itself as a technology hub in North Africa and today has more than 300 startups. The Moroccan State has put in place several initiatives to support innovative entrepreneurship. The most promising sectors are tech and software, fintech, agritech, e-commerce, renewable energy and smart cities; the State is also pushing startups in biotechnology and the green economy.

Government initiatives

Tamwilcom (formerly Caisse Centrale de Garantie) and the Innov Invest Fund: the public guarantee and financing body supports innovative startups through contributions and honor loans (Innov Invest Fund), guidance via partner structures (incubators, accelerators), guarantees that facilitate access to bank credit (Damane Intelak, etc.) and equity investments through partner seed and venture capital funds (programs detailed in the guide Innov Invest and Tamwilcom funding for startups).

Digital Development Agency (Agence de Développement du Digital, ADD): a public agency (Law No. 61-16) that:

  • Awards the "Young Innovative Company in New Technologies" label (Jeune Entreprise Innovante en nouvelles technologies, JEI) to eligible startups
  • Thereby opens access to foreign exchange facilities provided for by the General Instruction on Foreign Exchange Operations (Instruction Générale des Opérations de Change) (payment by international payment card for IT and telecom services purchased abroad, up to 2,000,000 MAD per calendar year in 2026)
  • Drives the digital ecosystem (events, support programs)

The JEI label is optional: it does not replace the company's registration, which falls under OMPIC (negative certificate), the commercial court registry (Commercial Register), the DGI (IF, ICE, business tax [taxe professionnelle]) and the CNSS.

What are the steps to create a startup in Morocco?

Step 1: Validate your idea and your market

Before the administrative formalities:

  • Test your concept with potential customers
  • Study the competition
  • Define your value proposition
  • Estimate your market

Resources:

  • Business Model Canvas (free online)
  • Lean Startup Methodology
  • Customer interviews

Step 2: Build your co-founding team

A startup has a better chance of succeeding with a team:

  • Identify the skills you lack
  • Look for complementary co-founders
  • Define roles and responsibilities
  • Draft a founders' agreement (very important)

💡 Founders' agreement: Even between friends, put in writing the split of shares, the exit conditions and how disagreements are handled, for example in a shareholders' agreement alongside the articles of association.

Step 3: Prepare your business plan

A business plan is essential to:

  • Clarify your strategy
  • Access funding
  • Attract investors

Key sections:

  1. Executive summary
  2. Presentation of the product/service
  3. Market analysis
  4. Sales and marketing strategy
  5. Financial projections
  6. Team

Profitability: it varies enormously depending on the model; some startups are profitable within 18 months, others within 3 to 5 years, and incubators and investors help you establish a realistic plan.

Step 4: Create your legal structure

Once your idea is validated, create your SAS:

  • Obtain the negative certificate from OMPIC (232.76 MAD online, valid for 90 days)
  • Draft the articles of association (statuts), sign them by advanced electronic signature (signature électronique avancée) (Law No. 43-20) and have them registered with the DGI
  • File the application with the commercial court registry for registration in the Commercial Register (fees of about 1,200 MAD)
  • Obtain the IF, the ICE and the business tax from the DGI
  • Publish the notice of incorporation in a legal announcements newspaper (journal d'annonces légales) and in the Official Bulletin (Bulletin officiel) (from a few hundred to 1,500 MAD)
  • Obtain the company's affiliation with the CNSS at the time of incorporation (declaration of employees from the first hire)

Law No. 88-17 makes it possible to complete these formalities electronically (see how to create a company 100% online in Morocco); with Charikaty, everything is done online, with no travel.

Timeframe: about 6 to 8 business days with Charikaty (negative certificate in about 24 hours, articles of association drafted immediately and registered in about 24 hours, registration in 3 to 5 business days, publication in about 24 hours). These timeframes are indicative and depend on the administrations concerned.

Step 5: Apply for the Young Innovative Company label (optional)

JEI label awarded by the Digital Development Agency (ADD):

  • Optional procedure, reserved for eligible startups
  • Certifies the innovative nature of the startup in new technologies
  • Opens access to foreign exchange facilities (General Instruction on Foreign Exchange Operations)
  • Strengthens the credibility of the application with support programs

Documents to prepare (the exact list and the eligibility criteria are published by the ADD):

  • Extract from the Commercial Register
  • Business plan
  • Founders' identity documents
  • Founders' curricula vitae

Step 6: Apply to incubators and accelerators

Once your company is registered, apply to 2-3 incubators/accelerators:

  • Check their websites for application periods
  • Prepare a convincing pitch deck (10-15 slides)
  • Gather your documentation (business plan, team, etc.)

FAQ

What is the difference between a startup and a conventional SME?

A startup is a young innovative company in a growth phase, often technology-based, whereas a conventional SME can be very well established. There is no legal form specific to startups: a startup is a commercial company (often an SAS or a SARL AU). The "Young Innovative Company" label awarded by the ADD does, however, open up foreign exchange facilities, and innovative startups have access to specific support and funding programs.

Do I absolutely have to create an SAS or SARL AU for a startup?

Technically no, but the SAS and the SARL AU are strongly recommended for a startup because they are suited to rapid growth, make fundraising easier, and investors recognize them. An auto-entrepreneur cannot evolve easily.

How much capital do you need to create a startup in Morocco?

Legally, 1 MAD of capital is enough to create a startup as an SAS or a SARL AU. However, in practice, you need funds to develop the product, do marketing and cover the first months. Most startups raise 100,000 to 500,000 MAD before launch.

Are incubators in Morocco free?

Yes, most government incubators and some private ones are free or inexpensive. In return, they sometimes take a small percentage of the funds raised (2-5%).

Can I create a startup in Morocco if I am a foreigner?

Absolutely, foreigners can create Moroccan startups and access support and funding programs, whose eligibility conditions vary by program. No legal nationality restriction applies to the creation of an SAS or a SARL.

Do you need a prototype to apply to an incubator?

It depends on the incubator, but generally an MVP (Minimum Viable Product) or a beta version helps a lot to get selected. Some incubators accept projects at the pre-prototype stage if the team and the idea are strong.
