Where do I start to launch my fintech in Morocco?
By qualifying your model. If you execute payment services (transfers, payment accounts, cards, wire transfers: law 103-12, article 16), you need the Bank Al-Maghrib license. If you operate a crowdfunding platform, law 15-18 applies. If you only publish software for licensed institutions, ordinary law may suffice. This initial qualification drives your entire budget and timeline.
How do I obtain the payment institution license?
The application goes to the wali of Bank Al-Maghrib, who decides after the credit institutions committee's opinion; the license decision or reasoned refusal is notified within a maximum of 4 months from the complete file and published in the Official Bulletin (law 103-12, article 34). The company must be an SA or SARL (article 35). The minimum capital figure is set by BAM circular: we confirm it at filing time.
Is crowdfunding really regulated?
Yes, by law 15-18: the crowdfunding company must be an SA or SARL with a minimum fully paid-up capital of 300,000 DH and its head office in Morocco (article 7). Licensing rests with BAM for loans and donations, with the AMMC for investment (article 8), with processing within 45 clear days. Without a license: 6 months to 3 years in prison and up to a 1,000,000 DH fine (article 66).
Can I launch a crypto product in Morocco?
Virtual currencies remain unauthorized: the Foreign Exchange Office treats virtual currency transactions as a breach of exchange regulations, and no enacted crypto law is confirmed in 2026, despite the AMMC's supervisory work. Can my fintech start before the license?
Not on regulated activities: habitually providing payment services without a license is prohibited (law 103-12, article 18), as is operating a crowdfunding platform without a license (law 15-18).
